In Russian, like in other languages, you can have yes/no or open-ended questions.
Yes/no questions:
У Вас есть свободное время? – Do you have spare time?
Он идет в кино? – Is he going to the cinema?
You can also make a question by adding a tag question to the end of a statement.
У Вас есть свободное время, не правда ли? – You have free time, don’t you?
Он идет в кино, да? – He is going to the cinema, isn’t he?
